OFFICERS OF THE
CORPORATION
President
Wayne
McVicker has been with HOME since August 1998. Wayne was
living in an apartment at Progress Street Center when Jesse
Franklin invited him to join the company as a Director. Wayne
served as Director, then Treasurer for one term, and was
appointed to President in August 2002.
Wayne is
disabled from a swimming pool diving accident in 1985, which
caused a spinal cord injury at the 5th & 6th vertebrae of
his neck leaving him paralyzed from chest down; termed
quadriplegic. After a year and a half of hospitals and
rehabilitation at Woodrow Wilson Rehabilitation Center, Wayne
attended WWRC's Vocational School and completed the Automated
Accounting and Business Education Courses, was Treasurer of
Student Council, and graduated in December 1987.
Wayne
has three adult children and one grandson. His family is one
source of his strength and determination. Wayne has attended
Calvary Chapel of Fredericksburg since 1988 when he moved to
Fredericksburg. His faith in the Lord Jesus Christ is the
other source of empowerment and strength that is very
important to who he is.
Wayne was appointed by Gov.
Mark Warner to the Olmstead Oversight Advisory Committee in
April 2005. This committee is a branch of a Task Force
composed largely of people with disabilities, family members
and advocates . Wayne is also a member of People With
Disabilities, a group of advocates associated with VHDA, that
are working to improve the support to people with
disabilities. Wayne devotes most of his time to HOME, and to
people with disabilities in many areas, specifically in the
need for affordable, accessible housing.
Vice President
Mr. Thomas Woehrle, an
Attorney with his own firm. Woehrle & Franklin Associates
P.P.C. His office are is in Fredericksburg. Tom joined in 2003
and brings to HOME his legal knowledge obviously, but also his
experience owning his company and decision making is very
helpful to us.
Treasurer
Mr. William (Bill) Young
has been with us since 2001 and has served as Director, then
Vice President and now fulfills the Office of Treasurer. Bill
is retired, was President of Virginia Heartland Bank where he
was employed for xx years. He brings to us a lifelong career
in financial services experience that has been very
instrumental in the growth and maturity of HOME Inc. Bill also
gives of his time to other community services. He is appointed
to the Salvation Army board as a Director.
Secretary
Mr. Mike Huie is owner of
Abby Construction, a well-known Construction Company based
here in Fredericksburg. Mike joined us in 2004 as a Director
and was appointed to the Office of Secretary of the
Corporation in April 2006. Mike's background in years of
experience on different levels of Commercial & Residential
Construction has been very helpful to HOME Inc. He brings to
us the very kind of knowledge & guidance needed in our
project developments. Mike also spends much of his time in
community service. He is appointed as a Director to the Board
of Hope House.
Director
Mrs. Doris Downey joined us
in 2002 and has served as Director and then Secretary. She
resigned in August 2005 briefly, and rejoined us again in
November 2005. Doris is disabled from Rheumatoid Arthritis.
However, she continues in community service with HOME, Inc.
Doris brings with her a devotion to help other people with
disabilities in any manner possible. She is from Caroline
County, and has a strong desire to help improve the needs
there. Despite her disability, Doris lives a life of
independence in her own home. She has a wonderful supportive
family, and is a very cheerful and happy person with a
contagious personality. We are fortunate to have Doris on our
board.

Mr. Paul Desilets recently
joined us in November 2005.

Mr. Bill Hartland was
recently appointed to our board in April 2006.

INC.
One of our Co-Founders is Mr. Jesse Franklin. Jesse started
HOME in August 1998 and served as the President for three
years. Jesse formed the company after completing the
construction of the Progress Street Center. That building has
six apartments and a commercial office where the disAbility
Resource Center is located.
Jesse owned and operated Franklin Realty located here in
the Fredericksburg area for many years. While managing his own
company and starting HOME, he also was a partner of Howell
Franklin Construction with Billy Howell Jr. Together they have
built many projects in and around Fredericksburg. The
Bridgewater House owned by the Rappahannock Area Community
Services Board was built by HFC. Jesse retired in 2003, closed
Franklin Realty and his partnership with Billy in HFC, but
kept very involved in the business of HOME.
Jesse recently resigned from HOME in August 2005 after
seven years of service to HOME and its mission. Jesse and his
wife Barbara reside here in Fredericksburg.
Our other Co-Founder is Mr. Billy Howell, Jr. Billy was the
other visionary in beginning HOME in August 1998. Billy served
as the Vice President for three years. As mentioned, Billy
wore many hats while he was with HOME. He was the contractor
on all the construction projects we built, while also owning
and operating Howell Franklin Construction and Stonewall
Excavating. Billy has built many residential and commercial
projects in and around the Fredericksburg area.
Shannon Howell, Billy's wife, was also involved with HOME
from the beginning. Shannon served as the Secretary of the
Corporation for many years and was very helpful in our early
years when we were starting out. Shannon resigned from HOME in
2003 after five years of dedicated service to us.
Billy resigned from HOME in May 2005 to devote his efforts
on his companies, and also owns and manages rental properties
of his own. Billy and Shannon, and their children reside here
in the Fredericksburg area. Everyone at HOME, is very
thankful to Jesse, Billy and Shannon.

IN RECOGNITION OF
SERVICE TO HOME
In nine years of
operating HOME, we have been very fortunate to have some
wonderful people volunteer their time and efforts to us. We
want to acknowledge these folks too.

Mrs. Sharon Hume, served as a Director and Secretary
in the beginning for a couple years.

Mr.
Tracy Kelly and his wife Elizabeth served as Treasurer and
Secretary for a long time also.

Dr. Bill Fuller was hired as our first Executive Director
from 1999 to 2003. Dr. Fuller was very instrumental in helping
us branch out and begin to grow. He helped us focus on the
direction and decisions that has formed our company to what it
is today. Dr. Fuller has been extremely busy and successful in
a variety of business ventures. He developed polio as a young
child but never let that slow him down. Dr. Fuller is now
employed with VHDA and continues to be a very helpful figure
with HOME, Inc. He also works with many organizations devoted
to improving the overall lives of "People with Disabilities".

Ms. Gail Braham, worked as an office assistant first, and
then succeeded Dr. Fuller as the Executive Director from
February 2003 to October 2003. Gail is now employed with
VHDA.

Mr. Michael Kasey served one year as Director and resigned
in September '05, to devote his efforts to other commitments.
Michael is very busy and involved with many organizations that
are directed at the needs of "People with
Disabilities".

Mr. Jim Ostrander has been employed for 19 years with
Medicorp Health Services. Jim holds two titles; Administrator;
with the parent company Medicorp Health Services. Vice
President; Medicorp Properties Inc. Jim has been with HOME
since August 2002, served as Director, Treasurer, and resigned
in August 2006 upon completion of his second term as Vice
President. Jim has been very helpful to us in so many ways.
Jim's experience in property management brings a high level of
professionalism into decision making on project development as
well as overall operations of the company.
Jim also gives of his time to other community services. He
is appointed to the Fredericksburg Regional Chamber of
Commerce Leadership Council Board, and the Christian Business
Men's Ministry, and also on Fredericksburg Regional Chamber on
Transportation Committee.
Jim has two adult children, a son and daughter, with five
grandchildren! Jim and his wife Tamara reside in Spotsylvania
County. HOME, Inc., is a much improved and successful company
today, thanks to Jim and all his contributions!

Mr. Fred Kurth joined Home Inc., in September 2000. Fred
was first hired as the Property Manager to assist Dr. Bill
Fuller, who was the E.D., then. He was very helpful in dealing
with beginning development of Home Apartments and the Abby I
& II Apartment projects. Fred was appointed to the
Executive Director role in December 2004, and fulfilled his
duties until September 2007.
Fred has an extensive background in Engineering. He is
retired from the General Electric Corporation, which he worked
for some time in Morocco. Fred is also a Navy Veteran of the
WWII. While he worked with Home, Fred was also involved with
other organizations that are dedicated to community service,
and to the plight of people with disabilities.
Fred is appointed to the Disability Services Board (DSB) as
Director, and the Rappahannock Area Disability Network (RADN).
He works with Fredericksburg Regional Continuum of Care; a
group focused on support service to this area's homeless
people. Fred is a dedicated asset and advocate to the
needs of people with disabilities in many different
roles.
